CORE brief: Removing Family Planning Organizations from Medicaid Would Harm Tens of Thousands of Wisconsinites

The UW Collaborative for Reproductive Equity (CORE) recently published a brief highlighting a federal legislative effort that may affect essential reproductive healthcare services. This bill, which was signed into law in July 2025 and would prohibit family planning clinics that provide abortion care from participating in the Medicaid program, could severely limit access to birth control, cancer screenings, and STI testing and treatment:

“Under the proposed policy, patients could no longer use Medicaid to cover the reproductive healthcare they receive at Planned Parenthood. These patients would either need to find another place to obtain reproductive healthcare or go without care. Planned Parenthood clinics would have fewer resources to serve patients living with low incomes, and some clinics would likely be forced to close, leaving many people in the state, regardless of insurance status, without access to necessary care.”
