The Wisconsin Department of Health Services Maternal Mortality Review Team and Maternal Health Innovation Team, and the University of Wisconsin School of Medicine and Public Health Department of Obstetrics and Gynecology are collaborating to host an inclusive symposium where healthcare providers learn from community experts, clinicians, and scholars. Together we hope to advance person-centered care from pregnancy through postpartum. We will explore topics of maternal health through patient story-telling, review leading causes of maternal mortality, and culminate this experience with a substance-use stigma training led by Safe Communities of Madison. This event will create space for dialogue on actionable change to support positive birth outcomes and experiences.

Jacquelyn Adams, MD, MS
Department of Obstetrics and Gynecology
Co-Chair, Wisconsin Maternal Mortality Review Team

Jacquelyn H. Adams, MD, MSCI, is an Assistant Professor in the Division of Maternal-Fetal Medicine at the University of Wisconsin School of Medicine and Public Health. She earned her MD from Marshall University and completed residency in Obstetrics and Gynecology at Summa Health, followed by fellowship training in Maternal-Fetal Medicine at UW. Dr. Adams also holds a Master’s in Clinical Investigation and completed NIH training in mixed-methods research. Board-certified in Obstetrics and Gynecology and Maternal-Fetal Medicine, her clinical and research interests include high-risk pregnancy, substance use disorder in pregnancy, and strategies to reduce maternal morbidity and mortality. She has led multiple funded studies, published extensively in peer-reviewed journals, and serves on state and national committees focused on maternal health. Dr. Adams is Co-Chair of the Wisconsin Maternal Mortality Review Team and was honored with UW Health’s Rising Star Physician Excellence Award in 2025.

Dalvery Blackwell
Executive Director, Co-Founder
African American Breastfeeding Network

Dalvery Blackwell is Executive Director and a co-founder of the African American Breastfeeding Network (AABN). She is a Certified Lactation Consultant and holds a bachelor in Journalism/Communications.  Among several recognitions, Dalvery is a 2023 recipient of the Black excellence Award and Wisconsin Public Health Association Award for Excellence in Health Promotion and Disease Prevention. In 2024 she received an Honorary Doctoral Degree, in Humanities, from the Medical College of Wisconsin.  Through Dalvery’s leadership and vision, AABN has built eminent goodwill in the community, and has been recognized and featured in local, state, and national media and reports.

Meet the panelists:

Michelle Wilkins

Michelle Wilkins is a community-based doula and community educator with many years of experience supporting pregnant and postpartum people across diverse backgrounds. Her work is rooted in person-centered, trauma-informed care and a deep commitment to health equity, particularly for families most impacted by maternal health disparities.

Through her doula practice, Michelle Wilkins has walked alongside families through pregnancy, birth, and postpartum, centering patient voices, cultural values, and informed choice. She is the owner of Mind, Yoni & Soul and one of the co-founders of Maternally Strong, a wellness collective that provides the BIPOC community with free, culturally relevant access to yoga, childbirth education, and a BIPOC mom group.

In addition to her hands-on birth work, Michelle Wilkins has a strong background in community education, focusing on empowering individuals and families through accessible health education and advocacy. I am honored to contribute to this symposium by sharing insights shaped by years of community-based practice and education, with the goal of advancing compassionate, culturally responsive maternal healthcare from pregnancy through postpartum.

Tanya Kraege, LCSW, CSAC, MSW
Director of Peer Services
Safe Communities Madison-Dane County

Tanya Kraege is the Director of Peer Services at Safe Communities Madison–Dane County, where she works alongside people experiencing substance use, mental health challenges, trauma, incarceration, and birthing people using substances during pregnancy. With over 16 years in mental health and substance use services, Tanya oversees Recovery Coaches and Certified Peer Specialists serving Dane, Rock, and Jefferson Counties in Wisconsin. In her leadership role, she has co-launched innovative programs including Preg2Recovery, Jail2Recovery, Treatment Court2Recovery, and several other peer-led initiatives. 

Tanya consults nationally on anti-stigma efforts and peer support program development. Tanya contributed to the Health Care Task Force on Safe Opioid Prescribing through academic detailing focused on naloxone co-prescribing and stigma reduction for birthing people. 

A licensed clinical social worker and substance abuse counselor, Tanya is also a mom, community advocate, person with lived experience, and active member of the recovery community. 

India Anderson-Carter, MD
Director, Social Impact and Belonging
Department of Obstetrics and Gynecology

Dr. India Anderson-Carter is a native of Madison, Wisconsin and a distinguished PEOPLE alumna. Dr. Anderson-Carter earned a bachelor’s degree in biology and Spanish. She completed her medical degree at the University of Wisconsin School of Medicine and Public Health. She graduated from residency in Obstetrics and Gynecology at the University of Wisconsin in June 2024. During residency, she received the Society of Gynecologic Oncology 2023 Outstanding Resident in Gynecologic Oncology award and the Society of Laparoscopic and Robotic Surgeons Resident Achievement Award. She chaired the Resident Recruitment Committee for the 2022-23 academic year and served as Co-Chair for the resident Diversity, Equity and Inclusion Committee.

Since 2022, Dr. Anderson-Carter has been a member of the Wisconsin Department of Health Services Maternal Mortality Review Committee and the UnityPoint Health-Meriter Hospital Pregnancy and Childbirth Care Committee.

Dr. Anderson-Carter joined the University of Wisconsin Department of Obstetrics and Gynecology as an assistant professor in the Division of Academic Specialists in Ob-Gyn in August 2024. In her role, she is devoted to clinical care, education, research, and leadership. She additionally serves as the department’s Director of Social Impact & Belonging. In this role she supports our Social Impact & Belonging Committee and the department as a whole in programming, launching initiatives and supporting our community in ways that advance wellbeing and equity. That is completed in multiple realms in our department: clinical care, medical education, scholarly research, and advocacy for evidence-based practices. In her free time, she can be found perusing the H&M sale rack, spending time with family, working out or trying to obtain the latest Nike Jordan release!
